Dubai Police Launch Sports Initiative for Individuals with Down Syndrome
In a move to further empower individuals with Down syndrome and foster their inclusion in society, Dubai Police has unveiled a new community sports program, “Down Syndrome Rehabilitation through Para Taekwondo.” This innovative initiative aims to integrate people of determination into mainstream sports by creating opportunities for participation in local, regional, and international competitions.
Empowerment Through Sports
Developed collaboratively by the General Department of Training, the People of Determination Empowerment Council, the UAE Taekwondo Federation, and the Emirates Down Syndrome Association, the project is designed to bolster physical and mental development among participants. It emphasizes enhancing self-confidence, encouraging active engagement, and promoting a sense of belonging within the community.
Through the discipline of para taekwondo, the program provides a holistic rehabilitation tool that supports the formation of independent, strong personalities. The focus on equality and inclusion mirrors the UAE’s strategic vision to enhance the quality of life for people of determination and ensure their recognition as valued members of society.

Brigadier Ahmed Mardas, Director of the General Department of Training, commented: “This sports initiative reflects our dedication to creating a comprehensive environment for rehabilitation and sports development. It is part of our broader mission to integrate individuals with determination into society in partnership with public and private sectors.”
Support from the Emirates Down Syndrome Association
Dr. Manal Jaroor, Chairperson of the Emirates Down Syndrome Association, highlighted the significance of the initiative: “Training individuals with Down syndrome in para taekwondo adds immense value to their sports experience. Our team has already achieved notable success at both local and international levels.”
Strategic Vision for Inclusion
Major Abdullah Al Shamsi, Chairperson of the People of Determination Empowerment Council at Dubai Police, reinforced the program’s importance in the wider societal context: “This is part of our strategic plan to empower individuals with determination both within Dubai Police and in the wider community. We view training and rehabilitation as fundamental rights and work to provide an inclusive, empowering environment.” He underlined the unique qualities of para taekwondo, noting: “We are committed to supporting these efforts to enable them to compete confidently at all levels.”
Recognising Achievements and Future Plans
Senior representatives including Lieutenant Colonel Abdulaziz Al Shammari from the Sports Excellence Center, Mohammed Al Madani—board member of the UAE Taekwondo Federation and Head of the Competitions Committee—and Samira Thabet from the People of Determination Empowerment Council, have praised the accomplishments of the Emirates Down Syndrome Association. They acknowledged the initiative’s positive impact in enhancing both the sports and social skills of participating students.
Expert Insights and Program Outlook
Certified trainer and Director of the Games for People of Determination team, Abdul Quddus Mohammed, offered an expert perspective, stating that the program promotes improvements in “motor and neurological coordination, self-confidence, and social inclusion.” With a structured training schedule, the project intends to broaden its reach by introducing female participants with Down syndrome in the coming academic year.
